The NRA files as a 501(c)4, not a 501(c)3. Exactly the opposite of your assertion. The doc you share at the top is a filing for the NRA Foundation. As others have mentioned, since payments to 501(c)4’s because of the nature of their activities are not tax deductible, many organizations (NRA, Sierra Club, ACLU, etc.) also run 501(c)3’s so they can collect from donors looking for tax deductions vs. memberships. The 501(c)3 money can be spent on education and outreach (however loose the definition may be); not on lobbying.
